Is Cameron lying on Europe?

From The Andrew Marr show this morning:

DAVID CAMERON:
No, there's a very good reason for saying what we're saying, which is that I don't want to say anything or do anything now that would undermine or prejudice what is happening in other countries where they're still debating whether to ratify this treaty.


However, from BBC Political Correspondent Laura Kuenssberg:

What are we supposed to make of these two statements, other than that Dan Hannan is going to get an absolute doing this evening in Manchester...?

How exactly do you 'privately' encourage a population not to ratify a treaty?

I fear for Hannan's ego, the man's a liability.

Agreed. Is Dan just a UKIP agent?

As for the Czechs, I don't think they are having a referendum as Ireland did. I think the 'private' pressure is just a case of arm twisting key individuals.

Incidentally, Tony Blair's chief-of-staff is heading out to Prague this week.

Tony won't put himself forward to be President unless he is given assurances he will get it apparently.

We've had New Labour, now we have New Europe it seems...!

Surely someone in the upper reaches of the EU will think: 'Hmm - we can have a warmonger who cheats on his Parliamentary expenses, or someone, indeed anyone, anyone else".

Seems a no-brainer to me.

I agree Richard. Apparently Tony remains the out-and-out favourite despite our shared philosophy that there must be a better candidate out there.

I think Lord Owen has summed up the prospect of President Blair best when he called it "a perfect disgrace".

Oh come on lets root for a referendum. It will cripple the first several months of a new Tory govt. He has to set the question pass the laws face down the legal challenges etc etc. It will split the party with pro Euro Torys campaigning for a yes. It will be held after the first Tory cuts really bite. It will be used to "send Cameron a message" We can demand our independence vote on the same day. (we wont get it of course) Hell we might even win the Euro vote after all Tories get very unpopular very quickly. What's not to like?

I think wanting to have a referendum because it will cripple the Government is precisely a reason not to have one.

The EU is a worthwhile institution and jeopardising Britain's place in it with a vote for the wrong reasons seems pretty dangerous to me.

Then again, the thinking of having a vote on the EU on the same day as a vote on independence is fascinating, inspired even.

I've always thought the best way to sell independence is to get Scots thinking about our own seat at the EU and the benefits that would accrue from that. What a perfect way to crystallise the debate in such a way, having an EU vote on the very same day!

So you've split me in two anonymous. Nice work.

Both statements seem perfectly compatible to me. Not saying whether he would or would not have a referendum if it is ratified will encourage the Czechs/Poles not to ratify it. Writing to them will encourage them not to ratify it.

However saying the Tories definitely wouldn't have a post ratification referendum would definitely more strongly encourage them to delay ratification.

The only logical conclusion is that the Tories do intend to have a referendum in all circumstances. Since I think we will get that ratification a couple of months before the UK general election I think Cameron is going to have to say anyway.

I think a referendum would be popular - they usually are.
